Dalol Poised to Enter Local Fuel Market

 (Fortune, Feb 05, 2012)

A new domestic oil company, Dalol Oil, is poised to enter the fuel and lubricants distribution business as the fourth such company, after it successfully steered forward a stalled process with the Ministry of Trade (MoT).

Dalol, which has raised close to 65 million Br in equity from the public through share offerings, has signed an agreement with the Ethiopian Petroleum Enterprise (EPE), a landmark stage where the company is furnished with the operational permit to launch its services soon. The company has a gas station up in Sululta town, 25Km west of the capital, ready for pumping fuel to motorists.

Launching operations with a minimum of two stations in six months is a precondition set by the Ministry, when the new minister, officials, granted his nod after the company’s application was stalled in the bureaucratic grill for over four months. Dalol, named after the lowest and hottest place in the planet located in the remote outpost of Afar Regional State, was required to have own plot leased for erecting depot.

Following the green light from the Ministry, Esayas Yeyesuswork, former marketing executive of Mobil Oil Ethiopia Ltd and now chief executive officer (CEO) of Dalol, signed an agreement with Yigzaw Mekonnen, director general of EPE, for imports and distribution of fuel products.

Dalol had been planning to get fully operational this fiscal year, but found it difficult to obtain a trade licence from the Ministry. Its executives had an interpretation of a directive set by the Council of Ministers, issued to govern oil companies before going operational, that was different from officials at the Ministry.

An oil company is required to have a depot with a capacity to hold 500,000 litres of petroleum and two filling stations at the minimum, according to the directive issued by the Council. However, whether the depot and station should be built on own plots leased from regional administrations remain a source of ambiguity. Executives of Dalol, who plan to construct its filling station and depot on plots obtained by some of their shareholders, argue that they have fulfilled the requirements. Officials at the Ministry believe otherwise.

After four months of negotiation, officials conceded and issued a licence on the condition that Dalol ought to finalize constructions it currently is undertaking within six months.

“It’s because there is no harm of giving licence for the company as it finalized three fourth of the construction on its depot and the stations with its own investment,” Nuredin Mohammed, head of registration and licensing at MoT, told Fortune.

The company has invested 11.6 million Br for construction of its depot on an 8,000sqm plot in Welenchiti town, 122Km east of the capital on the Ethio-Djibouti corridor, in Oromia Regional State and for other filling stations.

Dalol has issued a public tender to select a contractor to erect a station on an 8,000sqm plot it obtained from Afar Regional State, in Semera town, 580Km north east of Addis Abeba. Its second filling station is 60pc through in Hawassa, 276Km south, according to managers of Dalol. However, executives of Dalol see the possibility of starting operations with four filling stations constructed on plots obtained from shareholders, including in Arbamench (500Km), Hamusit (511Km) and Metema (897Km), the latter two in Gonder, in two weeks, according to executives in the company.

“It’s been tough to keep our promise to our shareholders, for securing land alone has taken more than eight months,” Dereje Walelign, chairman of the board directors of Dalol, told Fortune.
Dalol executives are in active negotiations to cement deals with Exxon Mobil, another “supermajor”, according to close sources. If successful, Dalol will have a most treasured prize.
